Summary
Responsible for managing citywide Information Technology assets and developing policies and procedures for the acquisition, use and disposal of IT assets. Works under limited direction with extensive latitude for the use of
initiative and independent judgment.

Essential Functions:
  • Maintains the IT asset management database (Pinnacle) with licenses keys, serial numbers, end user assignments and other pertinent information for tracking the lifecycle of the assets.
  • Manages activities of staff in an operating unit or functional program area(s) and delegates authority and
  • Responsibility for assigned tasks to subordinates.
  • Identifies potential cost savings which can be realized through the effective use of IT assets.
  • Conducts periodic audits of the City's technology applications and hardware deployments against licensing, contracts to ensure assets are legally owned and in compliance with contract terms, and reports any discrepancies, communicate risks to CIS executives and resolve with vendors and/or departments.
  • Participates in any internal or external software audits.
  • Manages physical inventory control.
  • Serves as liaison to IT, Finance, Procurement, Attorney's Office and end user departments.
  • Reviews volume and purchase agreements and provide reports which support proposals to acquire IT assets.
  • Creates reports on IT assets regarding assignments, value and ongoing budgetary impacts.
  • Oversees the preparation of and evaluates budget request.
  • Identifies needed areas of change and makes recommendations to improve operations.
  • Regular, reliable and punctual attendance is an essential function of the job.

  • Knowledge of public administration and governmental environment.
  • Knowledge of asset management.
  • Ability to use balanced judgment when developing and interpreting policies and procedures.
  • Ability to conduct research, analyzes data, and compiles reports.
  • Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees and the general public.
  • Ability to effectively communicate both orally and in writing.
  • Ability to effectively delegate assignments.
PREFERRED SKILLS/EXPERIENCE:
  • Ideal candidate must be self-motivated with a proven track record in ITSM technologies and comfortable in the dynamic atmosphere of a technical organization with a rapidly expanding customer base. Candidate must be organized and analytical, adept at working in a team environment, able to implement on time to a project schedule, and able to handle multiple priorities in a fast moving environment.
  • Experience with ServiceNow's ServiceWatch and/or Discovery tools
  • Advanced experience with ServiceNow implementations and ongoing support
  • Exposure to ServiceNow platform capabilities and tools like Discovery and Orchestration and other applications like ServiceWatch, GRC etc.
  • Understands technical and functional design requirements related to ServiceNow.
  • Create and manage scripts and workflow.
  • Experience in one (or more) scripting languages: JavaScript, Python, Perl, Unix Shell, Windows Shell)
  • Experience with relational databases (e.g. MySQL, Oracle)
  • A fundamental understanding of ITSM and ITIL
  • Experience with Business Rules, Script Includes, UI Actions, Scheduled Jobs all scripted aspects of the ServiceNow system
  • Experience with ServiceNow client and server-side Javascript and the ServiceNow APIs
  • Scripted Web-Services, AJAX, Business Rules, JavaScript, SOAP, REST SSO-SAML Setup and Integration of ServiceNow to Other Applications
