SCOPE OF WORK
Our client is seeking a Project Manager to be responsible for assessing and facilitating WRB needs for supporting the IWFE and IWBE systems associated with Revenue Tiered Assistance Program (TAP), along with other WRB technical initiatives. Duties will include analyzing technical issues, preparing necessary project documentation for system enhancements, and the coordination of testing and release management. The Water Revenue Applications Unit works closely with clients to develop new solutions, while also supporting the existing portfolio of applications. The current application portfolio is developed within .NET, Oracle's E-Business Suite using an Oracle database with Vanguard, Raftelis, Miitek and Novatti International's basis2 Customer Information System.
Services and Deliverables required under this Service Order include the following:
Translate and develop business requirements into technical specification documents, describing the technical approach to addressing the business needs. The IT Manager must approve in writing the technical approach before resources proceed with development.
• Develop the following:
• Design documents
• Develop and manage project plans
• Assist with development of technical specifications
• Develop test cases, unit test, and QA test prior and during testing phase of project
• Asses and Triage customer's technical issues
• Complete peer and manager weekly reviews
• Participate in pilot studies of innovative strategies to enhance WRB's business.
• Learn new technologies and determine appropriate uses based on user requirements.
• Work with Office of Innovation and Technology (Client) resources and other departments on inter- departmental tasks and projects
• Create and execute unit test plans based on enhancements outlined in assigned tickets to exercise the technical changes, specifying expected results and actual results.
• The written information should include screen shots and detailed user guide for end users based on approved changes and enhancements made by developer
Work activities:
• Answer all TAP Customer IT questions regarding the following application: IWFE & IWBE
• Conduct business observations and facilitate focus group sessions, vision exercises, and design review sessions.
• Identify, document, and clearly diagram all requirements.
• Detailed requirements development.
• Develop business process and work flow diagrams. Manage stakeholder relationships and foster continuous communication.
• Assistance with project scoping and planning.
• Development of Use Cases.
• Development of Test Cases for user testing.
• Conduct competitive research on an as needed basis.
• Work closely with the project team on system development and design on an on-going basis. Conduct and prepare Knowledge Transfer sessions and periodic reviews as needed.
• Build an organized library of all business analysis documentation.
• Accountable for gathering stakeholder sign off on all required documentation
Required Skills
• Provide customer friendly IT services to TAP customers
• Identify key internal and external stakeholders of projects.
• Conduct white boarding/ brainstorming sessions with stakeholders.
• Adhere to all required activities needed in each phase of the project including Discovery, Requirements, Design, Development, Deployment and Operations.
• Understand and follow steps of various SDLC methodologies.
• Conduct gap analysis.
