Overall Position Summary and Objectives Workforce Management Advisor who provides leadership and advice to the WAMB Branch Chief, Deputy Branch Chief, and staff on matters related to organizational design and effectiveness, HR administrative management, policy and management controls. Specific functions include but not limited to the following: HR Policy and Procedural Development, Performance and Awards Management, Mandatory and Supervisory Training, Human Capital Management, Employee Engagement, FAIR Act Inventory, MD-715, etc. Initiates and executes very complex administrative/management projects. Utilizes expert skills, administrative guidelines, procedures, utilization of human resources, work assignments, management controls, information and documentation systems, etc.

DELIVERABLES
  • Designs and conducts comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine in advance. Incumbent develops the actual limits of the project as the study proceeds - Weekly
  • Develops organizational charts, contact lists, milestone charts, budgets for work modules, schedules and other information to facilitate monitoring and carrying out key projects. - Weekly
  • Prepares a variety of comprehensive status reports, management summaries, and briefing papers which identify problems, assess the overall condition of work completed or in progress and outlines issues, solutions and recommendations. Actions cut across organizations, require significant insight, far reaching coordination, and long-term planning with others. - Weekly
  • Participates in planning sessions, contributes management-oriented expertise in discussions of innovative ways and means of carrying out assigned programs, new programs, etc., and provides expert advice on the administrative and management implications of policy and program proposals - Weekly
STATEMENT OF WORK DETAILS
Provides experience needed to conceptualize, develop and provides guidance to staff on human resource HR policies and procedures.
  • Provide expert advice to senior management on areas of leadership, learning, and development to enhance the overall organizational capability, talent development and retention.
  • Provide expert organizational development advice and assistance to staff in achieving higher levels of performance for their entire organizations; work with staff on change management, team building, conflict management, retreat design and facilitation and customized training.
  • Provide expert advice to senior management on areas of leadership, learning and development to enhance the Division's overall organizational capability, talent development and retention.
  • Provide expertise on a variety of high-level special projects related to human resources or general administrative management that require immediate actions.
Analyzes existing policies and training methods and provides suggestions for improvement.
  • Provide expert advice to recommend, plan and implement key improvements to the program's services.
  • Review and analyze existing HR and general administrative management programs, projects and systems to identify opportunities for greater operational efficiency of HR and general administrative operations.
Coordinates and assists in providing human resource training to staff.
  • Develop and teach workshops focused on issues of workplace diversity.
  • Develop/conduct briefings for staff on ethics issues, ensure completion of the annual ethics training requirement.
  • Participate in meetings and provide explanation of comments, recommendations, and review outcomes; explain policy and procedural requirements to program and administrative staff.
Provides specialized advice in one or more of the following areas: training, organizational development, performance management, legal requirements or conflict resolutions.
  • Work with staff on performance management, incentive and award systems.
  • Provide expert advice and assistance with management of employee development to enhance employee and organizational performance.
Provides individual advising sessions to keep staff up-to-date on new human resource HR policies and procedures.
  • Keep staff apprised of project status and of any unusual problems that arise and may impact completion schedules.
  • Provide expert mentoring and coaching to staff.
Collaborates with upper-management regarding human resource HR policies and issues.
  • Identify and clarify employees' issues; facilitate the resolution of disputes.
  • Provide expert advice and assist with managing branch-wide initiatives, often in partnership with the other teams, such as learning and development needs assessment and program evaluation.
Advises on or develops new policies, procedures and educational programs.
  • Assist in the development and presentation of training sessions/modules.
  • Recommend resources to senior staff to support programs and initiatives.
  • Develop and teach a curriculum focused on social justice in medicine and the elimination of health disparities.
Collaborates with upper-management regarding human resource HR policies and issues; develops performance plans to ensure employees and supervisors are aware of and are following the correct HR policies and procedures.
  • Meet with management and employees to identify issues and organizational needs.
  • Provide advice and guidance to staff on issues that impact student success in research environments including, but not limited to, issues relating to diversity and inclusion, stereotype threat, imposter syndrome and cross-cultural mentoring.
  • Provide advice, guidance and staff support for performance management systems.
Evaluates complex human resource HR and work related problems.
  • Participate in routine conference calls with ER Liaison to discuss current or ongoing employee relations issues, concerns and activities; provide ad-hoc consultation as necessary.
  • Convene and coordinate meetings- including providing technical guidance to committee members on their roles and responding to a variety of complex HR questions.
Develop new work management strategies and advises on new policies, procedures and educational programs.
  • Advise Senior Staff of organizational and administrative changes to improve productivity and performance of the Division.
  • Identify, analyze and recommend resolutions for trans-Institute HR management operational issues.
  • Assist in the development and presentation of training sessions/modules.
