Procurement Assistant

Objective: To provide specialized administrative functions to support the prompt and accurate processing of procurement actions. To lessen time-intensive task demands on Procurement Officers so that they have the capacity to focus on strategic solicitation and contracting solutions. Provides responsive, high quality procurement support and assistance to County employees, outside agencies and members of the public by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner. Performs routine purchasing and contract administration and provides technical and administrative support to assigned contract team.
Team Members: Procurement Officer, Lead Procurement Officer, Administrative Specialist
Duties:
Purchase Order review/approval - review PO and provide response to requesting department within 1 business day. Respond with Approval or Request for Information.
Draft and format solicitation and Contract administration documents such as Modifications, award documents, amendments, Selection Committee forms, bid tabulations, meeting notes, etc for Procurement Officer review and action.
Draft and update solicitation lines and agreement lines using Oracle Cloud ERP (data entry).
Assist Suppliers with solicitation questions and technical questions when submitting an online bid (as needed)
Provide guidance to department end users in to resolve routine procurement problems regarding incorrect or late orders
Assist Procurement Officer with bid openings and pre-bid conferences.
Maintains contract files, paper and electronic.

Properly record and file Certificates of Insurance within 3 business days.
Conduct market research to support Solicitation development.

Locate contract documents from other localities and cooperative purchasing organizations.
Provides administrative support for other areas of the organization as needed.

Preferences:
  • The successful candidate has knowledge of general procurement practices, is an effective communicator committed to delivering high quality customer service. Must be ethical, reliable, organized, able to multi-task and has analytical skills to implement effective and efficient procurement practices in accordance with county policies.
  • Experience providing procurement guidance to local government departments in Virginia
  • Virginia Contracting Associate (VCA), Virginia Contracting Officer (VCO), Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or other nationally recognized procurement certification
  • Strong interpersonal and communication skills
  • Capability to switch between tasks as needed
A sense of urgency balanced with methodical consideration
