"Summary
1. Manages staff employees, including construction managers, resident engineers, schedulers and estimators, conducting various departmental requirements on the Capital Construction Program.
2. Directs the development of and adherence to scheduling standards and guidelines for all Capital Projects, from conceptual design through construction.
3. Ensures quality and timeliness of estimates, and coordinates the resolution of scheduling issues with relevant parties.
4. Routinely visits project sites, and works with Construction Managers and Resident Engineers to resolve current or unforeseen problems affecting schedule, budget or ultimate quality of delivered product.
5. Reviews technical specifications with Project Managers and Construction Contract Administrative staff; participates in bid proceedings and pre-bid conferences.
6. Identifies the impact of project delays and claims resolution.
7. Participates on Technical Evaluation Committees for Engineer/Consultant selection.
8. Coordinates with Rail Operations for outage scheduling and assignment activities.

KNOWLEDGE & SKILLS REQUIRED:

Bachelor's degree in Construction Engineering/Management, Engineering, Architecture or related technical field and eight years of progressively responsible experience in construction engineering management, including four (4) years of senior-level full-time experience managing Primavera P6 software and four (4) years of full-time cost estimating experience. Professional Engineer or Registered Architect license desirable. Completion of a technical program and two (2) years of experience in construction may be substituted for the degree requirement. Hazardous Waste Operations and Emergency Remediation Standard (HAZWOPER) certification is required within six months of obtaining position.
