1.EXPERIENCE AND SKILLS REQUIRED - listed in order of importance

Consultant must have:

1.1The capability to perform the functions described in Section 3, Scope of Work;

1.2Demonstrated ability to proficiently and effectively read, document and communicate in English;

1.3At least four (4) years of experience as Quality Assurance Analyst for one (1) or more cloud-based, service-oriented enterprise application implementation projects in the public sector. Experience shall include:
1.3.1User Acceptance Test (UAT) Plan creation;

1.3.2Systems Integration Test (SIT) Plan creation;

1.3.3Quality assurance testing, including UAT and SIT testing;

1.3.4Documentation and reporting of defects; and

1.3.5Verification of defect resolution.

1.4Eight (8) years' experience with Microsoft Office, Microsoft Project, Microsoft Visio, and Adobe Acrobat;

1.5Two (2) years' experience with data encryption protocols and best practices;

1.6Two (2) years' experience with Web Services and Application Program Interfaces (APIs), including RESTful APIs; and

1.7Two (2) years' experience with HTML, JavaScript, and SQL.

2.EXPERIENCE AND SKILLS DESIRED - listed in order of importance

2.1Quality assurance experience with the establishment or operation of a State Based Marketplace (SBM) under the Affordable Care Act (ACA).

2.2Quality assurance experience with a data migration project related to an SBM under the ACA.

2.3Quality assurance experience with the establishment or operation of an SBM Consumer Assistance Center (CAC).

2.4Quality assurance experience with the establishment or operation of a non-SBM Health Insurance Exchange (HIX).

2.5Quality assurance experience with a data migration project related to a non-SBM HIX.

2.6Quality assurance experience with the establishment or operation of a CAC for a non-SBM HIX.


Consultant must perform all activities to the agreed upon project plan/schedule. Work must be completed according to the specifications and standards set by the State. The Quality Assurance Analyst will be responsible for the following activities:

3.1Collaborative development of Electronic Data Interchange (EDI) test plans with vendor(s) and stakeholder agencies;

3.2Collaborative development of User Acceptance Testing (UAT) plans with PMO and SSHIE personnel;

3.3Execution of test plans;

3.4Reporting of defects discovered during testing;

3.5Verification of defect resolution;

3.6Collaborative development of Data Migration Plan with vendor, SSHIE personnel, and the Centers for Medicare and Medicaid Services (CMS);

3.7Collaborative development of Operational Readiness Plan with SSHIE and CMS personnel;

3.8Assistance with Operational Readiness Plan execution;

3.9Facilitation of site visits by stakeholder agencies;

3.10Verification of optimal integration between technology platform and consumer assistance center;

3.11Verification of technology platform's adherence to target service levels;

3.12Verification of CAC's adherence to target service levels; and

3.13Reconciliation of health plan enrollment and maintenance transactions in collaboration with Nevada's ACA health insurance carriers.


Consultant must provide the following based on the agreed upon project plan/schedule.

4.1EDI test plans for integration with external data systems, developed in collaboration with vendor, SSHIE, and stakeholder agencies;

4.2User Acceptance Testing plan developed in collaboration with PMO and SSHIE;

4.3Consumer Messaging Plan for ensuring that migrated consumers are sufficiently educated regarding what, if any, steps are required to re-activate/re-authorize their migrated user accounts developed in coordination with vendor(s), PMO, SSHIE, and stakeholder agencies;

4.4Verified execution of all plans listed above;

4.5Status reports regarding technology platform's adherence to target service levels;

4.6Status reports regarding CAC's adherence to target service levels; and

4.7Weekly status reports to include, but not be limited to:

4.7.1Overall completion status of the project in terms of the approved project plan and schedule;

4.7.2Problems that were encountered and proposed/actual resolutions;

4.7.3Issues that need to be addressed;

4.7.4Accomplishments during the period; and

4.7.5Activities to be accomplished during the next reporting period.
