Detailed Description of Services:
The Senior Business Analyst will provide support to the MBTA Workforce Modernization Program in the development, implementation, and upgrade of HASTUS software (Bid, Bidweb, and Daily modules). HASTUS is a route and personnel scheduling and tracking platform for the transit industry.

Duties and Responsibilities:
The selected candidate will assist the Program Manager/Director of Modernization in the software implementation of new HASTUS modules for Bus, Heavy Rail and Light Rail transportation districts at the Massachusetts Bay Transportation Authority. The Business Analyst will provide change management, through analyzing data, improving business process, and creating digital training materials to bring MBTA operations into the digital age.

This position will perform the following activities and examples, as well as other related tasks as the needs arise.
  • Task Management & Leadership:
    • Design and lead implementation projects to realize improvement opportunities stated in the project document
    • Lead junior business analysts in reviewing and analyzing business processes, investigating potential risk and opportunities, and developing business requirements.
    • Guide work prioritization for junior business analysts so that outcomes align with the program goals
    • Build and maintain the Project Plans to track all Project work streams, activities, milestones, and associated dates.
    • Collaborate with Project Controls Analyst to plan resources, cost, delivery schedule and asses risk for all tasks
  • Business Requirements Analysis & Change Management:
    • Work with business leads to outline and document business needs requiring business process or technical changes.
    • Facilitate workshops to collaboratively find solutions and document workarounds for technology updates
    • Document and map key business processes and identify areas of improvement, simplification, and cost reduction.
    • Analyze current implemented functionalities, identify opportunities for optimization, and provide recommendations.
    • Lead analysis for identifying, evaluating, and resolving known findings and potential issues around application functionality as it relates to business processes and technical integration.
    • Lead development, updating and maintenance of business requirements documentation to be used by developers for building application functionality
    • Manage collaboration with developer through feasibility assessment, development and testing
    • Manage and report on all application known findings and potential issue by working with the functional, integration and technical teams as well as with change management and project management as needed.
    • Work with testing team to develop a comprehensive application testing plan that validates business requirements are met by technical functionality
    • Work with Functional Execution Lead on developing change management materials for business process changes and new functionality. Functional Execution lead will train/and support end-users as application is rolled out.
    • Develop and execute training program for training new and existing WMP software end users.
    • Support end users on troubleshooting.
    • Assist with subsequent HASTUS software upgrades and related upgrades.
  • Data Analysis:
    • Identify specific business opportunities, develop/execute both high-level and detailed analytics to demonstrate potential outcomes to stakeholders
    • Identify key data sets and benchmark sources, and where needed, create new qualitative and quantitative data sets through time studies, observations, interviews, and other sources.
    • Work with key stakeholders and cross-functional teams to understand implications and interpretations of underlying data, and identify opportunities for improvement, simplification, and cost reduction.
    • Develop dashboards that communicate complex data in an easy to digest manner, and work with multiple stakeholders to maintain and evolve dashboards.
    • Investigate business needs by collecting processing and analyzing data
  • General:
    • Work any and all shifts and/or locations as assigned or directed. This may include shifts outside of regular working hours starting early morning, finishing late night and weekend shifts. An 8 hours shift may be anytime within 24 hours of a day.
    • Contractors are expected to work (NO TIME OFF) during Quarterly Pick times and 2 weeks prior to the start of any Quarterly Pick. Dates will be shared in advance.
    • Work at various MBTA locations within 15 mile radius from Boston. This may involve traveling by train or vehicle to various locations (*).
    • Participate in team meetings, staff meetings, organization events and other duties as necessary.
    • Respond to customer, vendor, and coworker inquiries in a courteous and professional manner.
    • Adhere to the rules, and regulations, and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
    • Perform related duties and projects assigned.
Minimum qualifications
  • Bachelor's degree from an accredited institution.
  • A minimum of five (5) years of relevant progressively responsible experience in quantitative analysis, operations, engineering, manufacturing, project management, or related fields.
  • Highly organized with ability to manage time, resources, and people, with an exceptional ability to handle multiple projects simultaneously.
  • Excellent communication, analytical, and presentation skills with ability to obtain buy-in with key stakeholders at all levels of the organization and influence their decision-making.
  • Ability to conduct program analysis, identify Key Performance Indicators, and build management dashboards.
  • Demonstrated data-driven decision-making skills and a willingness to make test-and-learn hypotheses.
  • Ability to learn quickly, take direction, and work independently and to use creative, collaborative, and consultative approaches to resolve issues.
  • Experience packaging complex projects for executive-level or similar presentations.
  • Have excellent customer service skills, and the ability to provide internal and external customers with a courteous and professional experience.
  • Advanced expertise in MS Word, Excel, and PowerPoint. ** Excel assessment will be administrated
  • Demonstrated ability to think strategically and work in a team environment.
  • Demonstrated ability to work effectively with a diverse workforce.
  • Adhere to rules, regulations, collective bargaining agreements (if applicable) and policies of the MBTA including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies
  • Ability to pass a Criminal Offender Record Information (CORI) check, background screening, and the MBTA's medical requirements, including a physical examination and drug and alcohol screening.

Substitutions Include
  • Master's degree in in Business, Transportation Planning, Civil Engineering, Logistics, Computer Science, Public Administration, Information Technology, or a related field may be substitute for two (2) years of the required experience.
Preferred qualifications
  • Experience in project management, change management, design thinking, business process reengineering, metric development, data visualization, statistical analysis, and/or lean strategy.
  • Experience presenting clear research findings in a range of formats and contexts.
  • Experience in a public agency or within the transportation industry.
