Position Summary
The Sr. GIS & Policy Analyst is responsible for ensuring that all aspects of spatial data are effectively stored, manipulated, created, and designed to drive decision-making and clarification throughout the Governor's Office of Storm Recovery (GOSR). Reporting to the Assistant Director of GIS &, the Sr. Analyst is accountable for the GIS hardware, software, data, and users ensuring that the spatial data deliverables and analyses are accurate and timely. Working closely with various programs across the agency, the Sr. Analyst will also serve a pivotal role in the translating policy guidance to create and verify service areas for reporting into the Disaster Recovery Grants Reporting System. This role will also include responsibility for evaluating the functionality of the system, keeping up to date with new technology, providing central coordination for the management of GIS activity with outside organizations and consultants about storm recovery efforts statewide.

Duties and Responsibilities include, but are not limited to:
• Support a team of GIS users in the development and maintenance of the Esri ArcGIS software, ad hoc data analysis, and creation and maps and graphs to support program operations.
• Evaluate the design and development of the ArcGIS Online platform for the GOSR Organization.
• Coordinate with other outside GIS agencies to share, create, transfer, and manage data.
• Analyze existing policy and develop solutions that will support effective models being researched by the organization
• Comfortably exercising judgement in appropriate level of data use to conform with policy standards
• Coordinate with GOSR communications team in preparing data to for external and internal reporting and research needs.
• Support the transition of GIS software packages, install patches, and schedule system updates.
• Aid in training and data quality management, specifically spatial data, for the Research and Strategic Analysis team
• Document lessons learned and best practices.
• Coordinate technical-assistance projects involving cross-functional teams.
• Provide project management and analytical support for ongoing research projects
• Investigate GIS applications and equipment to improve project efficiency.

• Master's degree with course work or experience in GIS, planning, computer science, geography, or related fields of study.
• A minimum of 3 years professional experience in an analytic role.
• Demonstrated experience using Esri ArcGIS 10.x, ArcGIS Online, ArcGIS Server, Model Builder, R and basic python programming.
• Knowledge of public policy in the areas such as disaster recovery, infrastructure, housing, economic development, and/or resiliency is preferred.
• Experience distilling quantitative and qualitative policy analysis into written descriptions such as briefs, memos, etc.
• Excellent oral, written, and quantitative skills.
• Exceptional problem-solving abilities.
• Exceptional ability to use data to make decisions.
• Expertise in the use of Microsoft Office products, specifically Excel and Access.
• Ability to work in a flexible, fast paced, mission driven environment.
